A spokesperson of the State Government informed that General Administration Department made a detailed presentation before the State Cabinet during Cabinet meeting organised here today regarding the progress of implementation of Swarnim Himachal Drishti Patra of Bhartiya Janta Party.
The spokesperson said that to benefit the elderly under Social Security Pension, Old Age Pension of Rs. 850 per month was being provided to those within the age of 60 to 69 years of age whose income limit is not more than Rs. 35 thousand from all sources. In the year 2021-22, this pension of Rs. one thousand was being provided to elderly women within the age of 65 to 69 years without any income limit. The state government has reduced the age limit for elderly women of availing Old age pension from 80 years to 70 years from January 2018. Presently, Rs. 1500 per month without any income limit were being provided to senior citizens above the age of 70 years by the state government in past three years. During this period, pension to 1 lakh 95 thousand new beneficiaries have been sanctioned with an expenditure of Rs. 2152.47 crore.
He said that 3765 Shashakat Mahila Kendras have been established under Shashkat Mahila Yojna in all gram panchayats, wards of Municipal Corporations and Municipal Councils.
Regular meetings were being organised with representatives of aanganwadi workers and sahikas to redress their grievances and demands. The present State Government has enhanced the wages of aanganwadi workers to 7300 in 2021 as compared to Rs 4750 in the year 2018. Similarly the honorarium of anaganwadi sahikas was enhanced to Rs. Rs. 3800 in the year 2021 as compared to 2400 in 2018. The honorarium of mini aanganwadi workers was enhanced in similar pattern to Rs. 5200 in year 2021 as compared to Rs. 3300 in the year 2018.
The spokesperson said that a provision of providing Rs. 30 thousand to candidates of all categories clearing preliminary examination of Administrative service for training under the State Operated Coaching Scheme has been made. Under the scheme, in the year 2018-19 about 45 candidates, in 2019-20 about nine and in 2020-21 about five candidates have benefitted under this scheme.
In Education Department services of 5557 PTA teachers, 3274 PAT teachers, 97 Para- teachers and 148 Gramin Vidhya Upasaks have been regularised since August 2020. Extension of service has been provided to 2555 SMC teachers till 31st March, 2022 and enhancement of Rs. 500 has been made in their wages as per 2021-22 budget announcement.
The State Government has distributed laptops to 905 meritorious students of colleges in the year 2018. The procurement process of 1816 laptops for educational session 2018-19 and 2019-20 is under process from HP State Electronics Development Corporation. Wifi facilities were being provided in 114 Government colleges and efforts were being made to provide internet facility in schools as well.
With the view of modernisation, ICT labs have been established in 2131 schools under Samgra Shikha Abhiyan and tender of 418 schools is under process. Infrastructure has been provided to 111 cluster schools of primary education.
With a view to provide world-class education in the state, under the National Education Policy 2020, revision of syllabus has been started by NCERT and SCERT.
Efforts have been made by the Government to ensure fully equipped hospitals in every sub-division. Additional beds, oxygen facilities, oxygen plants, manpower, oxygen concentrators, ventilators etc. have been made available in all district level hospitals to fight with the Covid pandemic. At present, more than 10 thousand oxygenated beds are available in the state and the availability of about 80 metric tonnes of oxygen is being ensured per day. PSA plants have been installed at 28 places. Facility of 1014 ventilators has been made available. There are 2700 oxygen concentrators available at CHC level. These facilities are available in medical colleges, district hospitals and 100 bedded hospitals.
To strengthen the ambulance service, 46 old ambulances have been replaced in the year 2019 and 100 old ambulances in the year 2020. In district Kinnaur and Lahaul-Spiti, 21626 patients have been benefitted through telemedicine facility.
The government has decided to provide 56 types of diagnostic tests free of cost to all the citizens of the state. Earlier, these tests were available only for the identified 11 categories of patients. For emergency situations, 9 trauma centers were being set up in the state and upgradation and modernization of infrastructure is being ensured in all government hospitals.
