HP Cabinet Decisions

The State Cabinet meeting held here today under the chairmanship of Chief Minister Jai Ram Thakur gave its nod to the Mukhya Mantri Bal Suposhan Yojna. The Scheme would be run through joint efforts of the Centre and State Government, Departments of Women and Child Development, Health and Family Welfare, Elementary Education and National Health Mission. The scheme envisions significant improvement in nutritional status of mothers and children through multiple intensified interventions converging various stake holders. The state Govt. has done extensive consultations with NITI Aayog to realize this vision through seven Pillar approach (Sapt Stambh) the components of which are: Early detection and treatment of diarrhoea, Intensified monitoring and care of identified high risk group’s Special SNP-addition of protein rich food for high-risk children and improved feeding practices, Interventions for anemia in children and adolescent girls, Detection of high-risk pregnancies particularly Hypertension and anemia, treatment and follow up of malnourished children and social behavior change strategies. The scheme has a budget of Rs 65 crores and would be a milestone in curtailing childhood malnutrition by combating illnesses such as diarrhoea, pneumonia andanemia. It shall be focused approach as Jan Andolan mode involving stake holders to plan, implement and monitor health of children, adolescent, pregnant women and lactating mothers. With this scheme Himachal Pradesh shall be able to improve the health parameters of NFHS-5 substantially in a time bound manner.
The Cabinet decided to provide 50 percent concession in fare to women passengers in HRTC ordinary intra State buses. Announcement in this respect was made by the Chief Minister on the occasion of Himachal Day on 15th April, 2022 at Chamba.
The Cabinet gave its approval to provide government guarantee in favour of Himachal Road Transport Corporation for raising term loan of Rs. 160 crore to buy 360 new buses/ other transport vehicles. This would provide better transportation facilities to the commuters.
The Cabinet also decided to provide free domestic water supply facility to the people in the rural areas of the State from 1st May, 2022.
The Cabinet gave its approval to provide two free gas cylinders to the beneficiaries of Mukhya Mantri Grihini Suvidha Yojna in addition to the refill provided at the time of gas connection.
It gave its approval for grant of Child Adoption Leave upto 12 weeks to the regular female employees of the State Government.
The Cabinet decided to enhance the honorarium of part time workers functioning in patwar circles of Revenue Department from existing Rs. 4100 to Rs. 5000 per month.
It also decided to enhance the honorarium of Lambardars in Revenue Department from existing Rs. 2300 to Rs. 3200 per month.
The Cabinet decided to enhance the honorarium of cook cum helper under the Mid Day Meal Scheme by Rs. 900 per month from 1st April, 2022. This decision would benefit over 20650 cook cum helpers working in elementary education department.
It decided to enhance the honorarium of part time water carriers working in Education Department by Rs. 900 per month from 1st April, 2022. This would benefit 581 water carriers.
The Cabinet decided to enhance the honorarium of all categories of teachers appointed under SMC by Rs. 1000 per month from 1st April, 2022. This would benefit 2477 SMC teachers in the State.
It gave its nod to create and fill up 66 posts of Superintendent, Grade-I in Education Department for its smooth functioning.
The Cabinet decided to fill up 177 posts of Operation Theatre Assistant in Health and Family Welfare Department to facilitate the patients.
It decided to fill up 100 posts of Veterinary Officers in Animal Husbandry Department on contract basis through direct recruitment/batchwise basis.
The Cabinet gave its nod to fill up 130 posts of different categories under National Health Mission on contract/outsource basis.
The Cabinet gave its approval to provide two sets of school uniforms to pre-Primary (Nursery) enrolled in the Government Schools under Atal School Vardi Yojna alongwith stitching charges of Rs. 200 per annum.
It gave its nod to grant extension of existing One Time Settlement Scheme of the H.P. Scheduled Castes and Scheduled Tribes Corporation Ltd. for a period of one year besides waiving of Rs. 2.83 crore as Margin money loan and interest thereof. This would benefit 11133 beneficiaries.
It also decided to create and fill up one post of Medical Officer (psychiatrist) on contract basis besides one post of Safai Karamchari in Nari Sewa Sadan Mashobra in Shimla district.
It gave its approval to make considerable enhancement of salary/honorarium of the employees working in Himachal Pradesh Bal/Balika Asharams, State/ District Child Protection Units and State Adoption Resource Agency/Child Protection Services Programmes run by Himachal Pradesh Child Welfare Council. This would benefit 247 employees working in these institutions.
It gave its nod to create a new patwar circle Dhwal under Sub Tehsil Dehar in Mandi district by carving it from patwar circle Batwara.
The Cabinet also gave its approval for carving out a new patwar circle Tyudi by reorganizing patwar circles Vatuhi and Panoh in Una tehsil of Una district.
It gave its approval for creating a new patwar circle Tandi by bifurcating patwar circle Saroa in Chachiot tehsil of Mandi district.
It also accorded its approval for creating a new patwar circle Kyariyan by carving it out from patwar cirlces Bohana, Dihar and Dhanet in Una district.
The Cabinet gave its approval for providing 0-01-16 hectare of land in Mauja Pathiyar tehsil Nagrota Bagwan in Kangra district in favour of Himachal Pradesh Road Transport Corporation on lease basis for 99 years for construction of HRTC workshop.
It gave its approval for creating and filling up of 14 posts of different categories in Meditation Cells in the establishment of State/District Consumer Commissions.
It also gave its nod for starting of science classes in Government Senior Secondary Schools, Tikkru and Malaal in Dalhousie Vidhan Sabha area of Chamba district alongwith creation and filling up of six posts of different categories.
It also gave its approval for opening new Primary School at Bekar in Gram Panchayat Khawlech in Seraj Vidhan Sabha area of Mandi district.
It also decided to start commerce classes in Government Senior Secondary Schools Kuh Manjwar in Bilaspur district to facilitate the students.
It also decided to start medical classes in government senior secondary School, Sari Molag in Kangra district and Non-medical classes in Government Senior secondary School Jahal in Mandi district alongwith creation of four posts.
The Cabinet gave its approval for opening Government Degree College at Kupvi in Chopal Vidhan Sabha area of Shimla district alongwith creation and filling up of 18 posts of different categories, besides provision of Rs. Five crore for carrying out construction activities.
It also agreed in principle to designate Language Teachers working in Education Department as TGT (Hindi).
It also decided to increase the bed capacity in Regional Hospital Bilaspur from existing 270 to 300 beds to facilitate the patients.
The Cabinet gave its nod for entering into a MoU with Ministry of Health and Family Welfare Government of India for implementing the Centrally sponsored schemes components of Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM). This would facilitate in developing Public Health System to meet the needs of future pandemic by integrating essential public health functions and service delivery with objective to strengthen grass root public health institutions in the State.
It also gave its nod to upgrade Veterinary Dispensary Bansha in Kullu district to Veterinary Hospital alongwith creation and filling up of three posts to facilitate the farmers. This would benefit people of about eight panchayats.
The Cabinet gave its nod for conversion of 286 veterinary dispensaries opened under Mukhya Mantri Arogya Pashodhan Yojna to Regular Veterinary Dispensaries apart from converting 286 posts of Gram Panchayat Veterinary Assistants to Veterinary Pharmacists on contract basis.
In order to support the working of cooperative societies especially those comprising of educated youth by providing mentoring support and initial sustainability grant to them , the Cabinet gave its nod to start Yuva Sahkaar Kosh Scheme in the State. Under the Scheme the eligible Farmers Producers Organizations for a viable project from the Yuva Sahkaar Kosh would be eligible for training and community mobilization support of maximum Rs. 25000, FPO management cost of Rs. 2 lakh in the first two years and seed money equal to double of the equity grant of maximum Rs. 15 lakh.
It gave its nod to open new Jal Shakti Division at Sujanpur in Hamirpur district alongwith creation and filling up of requisite posts to its smooth functioning.
It also decided to create new Jal Shakti Sub Division at Kangoo, Jal Shakti Section at Churar in Jal Shakti Sub Division Sundernagar and a new Jal Shakti Section in Chowki under Jal Shakti Sub Division Nihri in Sundernagar area of Mandi district alongwith creation and filling up of requisite staff.
The Cabinet decided to open new Jal Shakti Section at Dodra under Jal Shakti Sub Division Kwar in Rohru Vidhan Sabha area of Shimla district.
It also decided to open a new Jal Shakti Sub Division at Kunihar under Jal Shakti Division Arki in Solan district alongwith creation and filling up of four posts of different categories.
It also gave its consent to open new Jal Shakti Sub Division at Kuthera under Jal Shakati Division Bilaspur alongwith creation and filling up of requisite posts.
The Cabinet decided to open new Jal Shakti Section Balgar under Jal Shakti Sub Division Sainj in Shimla district alongwith creation and filling up requisite posts.
It also decided to open new Jal Shakti Section at Gattadhar under Jal Shakti Sub Division Haripur Dhar in Sirmaur district alongwith creation and filling up of requisite posts.
The Cabinet gave its nod to open new Division of Jal Shakti at Jaisinghpur in Jaisinghpur Vidhan Sabha area of Kangra district. It also decided to open Jal Shakti Sub Division at Banuri under Jal Shakti Division Palampur in Kangra district.
It also gave its approval to fill up two posts of Lecturers Pharmaceutics and Pharmacognosy on contract basis in Ayurvedic Pharmaceutical Science College, Jogindernagar in Mandi district.
It gave its consent to open new ayurvedic health centre at village Jhamach in Banjar Vidhan Sabha area of Kullu district alongwith creation and filling up of three posts of different categories.
The Cabinet gave its consent to provide district level fair status to Shaheed Kalyan Singh Memorial Khel Avam Sanskritik Mela Halah in Shilai tehsil of Sirmaur district.
The Cabinet gave its nod for additional accommodation in HPPWD Rest House Bajaura in tehsil Bhuntar of Kullu district to facilitate the people.
It also decided to open two new sections (Civil and Electrical) of Public Works Department in Super Speciality Block Chamyana in Shimla district.
It also gave its consent to constitute Transport Appellate Tribunal to regulate all aspects of road transport vehicles in the State alongwith creation and filling up of 12 posts of different categories.
The Cabinet gave its approval to start science classes in Government Senior Secondary Schools, Haripur Khol, Panjahal and Barma Papri and Commerce classes in Government Senior Secondary School, Bikrambag and commerce and mathematics in Government Senior Secondary School, Sainwala in Nahan constituency of Sirmaur district alongwith creation and filling up of requisite posts.
It gave its approval to start science classes in government senior secondary schools Duhak, Drang and Dhati in Kangra district alongwith creation and filling up of requisite posts.
The Cabinet gave its approval for opening Government Degree College at Chattri in Seraj vidhan sabha area of Mandi district alongwith creation and filling up of 18 posts of different categories, besides provision of Rs. Five crore for carrying out construction activities.
It decided to open Health Sub Centre at Bihani in Gram Panchayat Jhaler in Mandi district.
The Cabinet decided to upgrade Veterinary Dispensary Dhamandari in Kutlehar Vidhan Sabha area of Una district to Veterinary Hospital alongwith creation and filling up of three posts.
It decided to open Health Sub Centre at Ladwa in Chamba district to facilitate the people of this remote area.
