–HP CABINET DECISIONS-

The State Cabinet meeting held here today under the chairmanship of Chief Minister Jai Ram Thakur in order to provide relief to the orchardists/fruit growers decided to give 6 percent subsidy on purchase of package material i.e. cartons and trays sold through HPMC with effect from 15th July, 2022. The HPMC would be given a grant of Rs. 10 crore in this regard.
The Cabinet gave its nod to implement the scheme for revision of pay scales as per UGC for the teaching, personnel and academic staff only of the Universities and Colleges in the State. Total financial implication of the UGC revised pay scales would be approximately Rs. 337 crore with effect from 1st January, 2016 to 31st March, 2022. The annual expenditure on this account will be approximately Rs. 113 crore for 2021-22 whereas for the remaining period of current financial year, the same would be Rs. 75 crore.
It gave its approval to reduce the minimum bus fare for the first two kilometers for stage carriages bus services in the State from existing Rs. 7 to Rs. 5 to facilitate the commuters in the State.
The Cabinet gave its approval to convert 452 posts of beldars in Jal Shakti Vibhag to Pump Operators and induct those Jal Rakshks who have completed 12 years or more regular service on 31st December, 2020 but do not fulfill the educational qualification.
The Cabinet gave its approval to engage 780 ASHA Workers under NHM, NUHM and Non-NUHM to facilitate the people of the State.
It also decided to create and fill up 164 additional posts of various categories for newly constructed 100 bedded MCH Wing at Kamla Nehru State Hospital for Mother and Child Care Shimla to provide better health services to the mother and child.
The Cabinet gave its approval to create and fill up 54 posts of different categories in Himachal Pradesh Local Audit Department.
The Cabinet gave its approval to declare Aryabhatta Geo Informatics and Space Application Centre (AGiSAC) as Nodal Agency of the State to facilitate the use of spatial and geo spatial technology in various departments for decision making and planning of developmental activities in the State. The Centre would function as a nodal agency for the use of these technologies for sustainable development, besides serving as a repository of data relating to natural resources in the State.
The Cabinet gave its approval to enhance rank allowance of Home Guards employees. Now Company commander would get Rs. 50 per day instead of Rs. 30, Senior Platoon Commander/Platoon Commander would get Rs. 40 instead of Rs. 24, Hawalder would get Rs. 30 instead of Rs. 18 and Section Leader would now get rank allowance of Rs. 20 instead of Rs. 12.
The Cabinet gave its nod to create new Police District Nurpur with its’ headquarter at Nurpur in Kangra district alongwith creation and filling up of 39 posts of different categories.
It gave its approval to open a new Sub Division of Public Works Department at Sarahan under Chopal Division in Shimla district alongwith creation and filling up of six posts of different categories to man this newly created Sub Division.
The Cabinet also accorded approval to open new Sub Division of National Highways of Public Works Department at Rekong Peo in Kinnaur district alongwith two new sections at Rekong Peo and Shontong alongwith creation and filling up of 8 posts of different categories.
It gave its approval to fill up 10 posts of Extension Officers (Industries) in Industries Department through direct recruitment on contract basis.
It decided to fill up 7 posts of Mali/ Beldar for 7 newly created Silk Worms Rearing Centres at Dheem Kataru, Dharot, Saroa, Baga Chanogi, Murah and Sainj in Mandi district and Manglaur in Kullu district.
It gave its nod to start science classes in Government Senior Secondary School Tattapani in Karsog area of Mandi district alongwith creation and filling up of three posts of school lecturers on contract basis.
The Cabinet gave its approval to start science classes (Non Medical) in Government Senior Secondary Schools Jadera, Mangla and Bhadal in Chamba district alongwith creation of seven posts of lecturers on contract basis.
It gave its approval to start science classes (Non Medical) in Government Senior Secondary School Gharer in Solan district alongwith creation and filling up three posts of lecturer on contract basis.
The Cabinet gave its approval to open new Primary School at village Gujjar basti Chhalluwala under Education Block Paonta Sahib and at village Halanha in Education Block Bakras in Shillai Vidhan Sabha area of Sirmaur district.
It gave its approval to open Primary Schools at village Khangura and village Gadh in Churah Vidhan Sabha area and one Primary School at village Bangbehi in Chamba Vidhan Sabha area of Chamba district.
It also decided to open new primary schools at Gondpur and Kishankot in Paonta Sahib Vidhan Sabha area of Sirmaur district.
The Cabinet gave its approval to start science classes in Government Degree College Thural in Kangra district from academic session 2022-23 alongwith creation and filling up of requite posts of different categories.
It gave its approval to open Primary Health Centre at Sukhar in GP Sukhar in Nurpur Vidhan Sabha area of Kangra district alongwith creation and filling up of three posts of different categories to man this Centre.
The Cabinet gave its nod to open Primary Health Centres at Arla and Balota in Kangra district alongwith six posts of different categories.
The Cabinet gave its consent to open Primary Health Centre at Fattu -Ka-Bagh in Nurpur Vidhan Sabha area of Kangra district alongwith creation and filling up of three posts.
The Cabinet gave its approval for creation of three posts of Assistant Commissioners and Food Safety Officers in the Department of Health Safety and Regulation for strengthening of Food Administration in the State.
The Cabinet gave its approval to open Sub Employment Office at Shahpur in Kangra district alognwith creation and filling up of requisite posts.
It gave its consent to fill up one post of Radiographer and one post of Laboratory Technician on contract basis in Animal Husbandry Department besides filling up of two posts of Junior Office Assistant (IT) on contract basis in the department.
The Cabinet gave its approval to upgrade Veterinary Dispensary Bahu in Banjar area of Kullu district to Veterinary Hospital alongwith creation and filling up of three posts. This would help about 7 panchayats of the area.
It decided to upgrade Veterinary Dispensaries Badhera in Una district, Kot Khamradha in Mandi district, Kandrodi in Kangra district and Karoa in Kangra district to Veterinary Hospitals, alognwith creation and filling up of 12 posts of different categories to man these newly upgraded Veterinary Hospitals.
It also gave its nod to open new Veterinary Dispensary at Ropa in GP Jhundi in Thunag tehsil of Mandi district alongwith creation and filling up of two posts.
The Cabinet also gave its approval to open new Veterinary Dispensary at Tipra in Mandi district alongwith creation and filling up of requisite posts.
It also gave its approval to open new Ayurvedic Health Centres at village Khel and at village Mehkar in Nurpur Vidhan Sabha area of Kangra district and at village Chopal in Chopal Vidhan Sabha area of Shimla district alongwith creation and filling up of nine posts of different categories.
The Cabinet gave its nod to start new trades of Mechanic Diesel, Fitter, Pump Operator cum Mechanic and Stenographer and Secretarial Assistant -English in Government Industrial Training Institute at Udaipur in Lahaul-Spiti district alongwith creation and filling up of requisite posts of different categories.
It also gave nod to start Mechanic Motor Vehicle trade in Government ITI Garnota in Bhattiyat Vidhan Sabha area of Chamba district.
The Cabinet gave its approval to create Sanskrit Section in Language and Culture Department for effective implementation of 2nd Rajbhasha Sanskrit in the State.
It also gave its nod to grant State level Fair status to Sayar Mela of Arki area of Solan district. It also granted State level status to Triloknath Fair in Lahaul-Spiti district.
The Cabinet gave its approval to open new Police Post at Gadagusaini in Mandi district under Police Station Aut alongwith creation and filling up of six posts.
It gave approval to convert temporary Police Post Dheera to permanent Police Post under Police Station Bhawarna in Kangra district alongwith creation and filling up of six posts.
It also decided to upgrade Police Post Rewalsar in Mandi district to Police Station alongwith creation and filling up of 8 posts of different categories.
The Cabinet also decided to open Police Station at Brahmpukhar in Bilaspur district alongwith creation and filling up of requisite posts of different categories. Police Post Namhol would function under this Police Station.
It also decided to convert temporary Police Post Dehar in Mandi district to permanent Police Post alongwith creation and filling up of six posts of different categories.
It also decided to convert temporary Police Post Thural in Kangra district to permanent Police Post alongwith creation and filling up six posts of different categories.
The Cabinet decided to open new office of Sub Division Police Officer at Shillai in Sirmaur district alongwith creation and filling up of six posts of different categories.
The Cabinet also accorded approval for renaming Achhroo-Bharo-Chambi-Chidan-Lahar Thakra Road as ‘Late Subedar Genda Ram Choudhary Road’ in the memory of late Subedar Genda Ram Choudhary of village and PO Chambi of Dheera tehsil of Kangra district.
It gave its consent to open new Sub Division of Public Works Department at Khodonwala/Gorkhuwala in Sirmaur district alongwith creation and filling up of requisite posts.
It also gave its nod to open new Division of Public Works Department at Jwalamukhi in Kangra district alongwith creation and filling up of 12 posts of different categories to man this Division.
It also decided to open new Division of Public Works Department at Nankhari and Sub Division at Kholighat in Shimla district alongwith creation and filling up of requisite posts.
The Cabinet decided to accord approval to purchase 397 buses instead of 360 buses by the Himachal Pradesh Road Transport Corporation to provide comfortable and safe journey to the commuters.
The Cabinet gave its approval to open 10 bedded health institution at Diyoli in Gargret Vidhan Sabha area of Una district to facilitate the people of the area.
It accorded approval to upgrade Primary Health Centres, Sainwala, Mubarikpur, Trilokpur and Pajahal in Sirmaur district to Community Health Centres alongwith creation and filling up of requisite posts.
The Cabinet gave its nod to provide NOC to Government Nursing College, Ner Chowk in Mandi district to start 30 seats each for Post Basic B.Sc. Nursing and M.Sc. Nursing Courses.
The Cabinet gave its approval to open new Sub Division of Jal Shakti Vibhag at Tang in Kangra district to facilitate the people of the area.
It also gave its approval to open new Jal Shakti Sub Division at Majheen under Jal Shakti Division Dehra in Kangra district alongwith creation and filling up of requisite posts.
The Cabinet gave its approval to open new Division of Jal Shakti Vibhag at Kothipura in Shri Naina Devi Ji Vidhan Sabha area of Bilaspur district alongwith creation and filling up of requisite posts.
It also decided to open Sub Divisional Soil Conservation Office at Thanakalan in Una district alongwith creation and filling up of requisite posts.
The Cabinet gave its approval for opening new patwar circle at Satlai in Junga tehsil of Shimla district.
It also decided to open new patwar circle Guglaihar under Sub Tehsil Gagret of Una district to facilitate the people of the area.
It also decided to create Settlement Division at Mandi Central Zone alongwith creation and filling up of requisite posts. Five districts viz. Mandi, Kullu, Hamirpur, Bilaspur and Lahaul-Spiti would be covered under this new Settlement Division.
The Cabinet gave its approval to transfer patwar circle Dhimmi from Sub Tehsil Lambloo to tehsil Bamsan (Tauni Devi) to facilitate the people of the area.
It gave its nod to extend the validity period of Letter of Intent for setting up of bottling plant at Chudan in tehsil Nahan of Sirmaur district in favour of M/s High Spirits Food Beverages upto 31st March, 2023.
The Cabinet gave its nod for re-constitution of Theog Planning Area in Shimla district for planned development of this town.
It decided to open new Veterinary Hospital at Tahliwal in Una district and upgrade veterinary dispensary Chandropa at Khayanpatt in Kangra district to Veterinary Hospital and named the same as Captain Atma Ram Veterinary Hospital.
The Cabinet gave its approval to open new Ayurvedic Health Centres at Saniyal and Surajpur in Indora constituency of Kangra district alongwith creation and filling up of requisite posts.
It also gave its approval to start four new trades viz. electrician, welder, mechanic refrigeration and air conditioning and dewing technology in Government ITI Harchakian in Kangra district alongwith requisite posts.
The Cabinet gave its nod to create and fill up 51 posts of different categories in Himachal Pradesh Technical University Hamirpur.
The Cabinet also decided to provide 10 percent rebate on market fee/user charges to traders registered under Rashtriya Krishi Bazar (eNAM) portal.
The Cabinet gave its approval to re-constitute Himachal Pradesh Employees/Other Workers Welfare Board under the chairmanship of Chief Minister to deliberate issues pertaining to welfare of the employees working in the State, which may lead to better performance and governance.
The Cabinet gave its approval to open new Primary Schools at Guwad, Bhujja, Sahlue, Dhanoti, Taddi, Kheloh and Byala in Chamba district to facilitate the small children.
It also decided to upgrade Government Primary Schools Andvas, Lakker Mandi in Chamba district, Government Primary Schools Rajpur in Sirmaur district and Government Primary School Gahar in Mandi district to Government Middle Schools alongwith creation and filling up of requisite posts.
The Cabinet also decided to upgrade Government High Schools Harnot, Nanahaar and Prei in Kangra district to Government Senior Secondary Schools alongwith creation and filling up of requisite posts.
The Cabinet also decided to start science classes (Non Medical) in Government Girls Senior Secondary School Indora and Government Senior Secondary School Jiya, commerce classes in Government Senior Secondary School Mangwal and science classes in Government Senior Secondary School Kandi in Kangra district alongwith creation and filling up of requisite posts.
The Cabinet also decided to start science (Non Medical) classes in Government Senior Secondary School Bandli Dhadas, commerce and science classes in Government Senior Secondary School Millah and science classes in Government Senior Secondary School Tatiyana in Sirmaur district.
The Cabinet gave its consent to open Ayurvedic Health Centre at Lajyana and Sulahari in Hamirpur district alongwith creation and filling up of requisite posts. It also decided to open new Government Industrial Training Institutes at Kotla in Kangra district, at Jabal Jamrot in Solan district, at Barot in Mandi district, Kona in Kangra district and Bijhari in Hamirpur district alongwith requisite posts.
It also gave its consent to start two new trades of electrician and plumber in Government ITI Chirgoan in Shimla district alongwith creation and filling up of requisite posts.
The Cabinet decided to start two new trades of computer operators and programming assistant and electrician in Government ITI Gangath in Kangra district.
It also gave its nod to start two new trades of Computer Operators and Programming Assistant in Government ITI Bogdhar in Sirmaur district alongwith creation and filling up of requisite posts.
