The State Cabinet meeting held here today under the chairmanship of Chief Minister Jai Ram Thakur gave its consent to Himachal Pradesh Early Childhood Care and Education Tutor Scheme-2022 for the children in the age group of 3 to 6 years in Government Primary School under the National Education Policy. The scheme envisages appropriate care and stimulation of the brain in the early years in order to ensure healthy brain development and growth. Special attention and priority would be given to districts and locations that are particularly socio-economically disadvantaged. It approved the Policy to hire pre-primary teachers. The Education Department will frame R&P rules for their recruitment and till the time R and P Rules are finalized, the Department shall engage the tutors by outsourcing through HPSEDC. Those candidates who have done one-year diploma in Nursery Teacher Education/Pre School Education/Early Childhood Education Programme, for these candidates, the Department would pursue framing of bridge courses as per norms to make them eligible. The Tutors will be paid a sum of Rs. 9000 per month.
The Cabinet gave its nod to double the subsidy on Edible Oil (Fortified Mustard Oil and Fortified Soya Refined Oil) from Rs. 5 to Rs. 10 for OTNFSA beneficiaries and from Rs. 10 to Rs. 20 per litre for NFSA beneficiaries for seven months with effect from September, 2022 to March, 2023 to facilitate the consumers.
It decided to engage 499 para cooks and 563 para helpers in Forest Department for proper maintenance and catering of 499 forest rest houses and inspection huts throughout the State.
The Cabinet gave its approval to World Bank funded Programme ‘Himachal Power Sector Development Programme’ with a total cost of about Rs. 2000 crore for timely monitoring, implementation and verification of the proposed PMU establishment in Directorate of Energy alongwith structure and functioning.
It also decided to regularize the services of water carriers working in Education Department, who have put in 11 years services (as part time water carrier and daily wager) as on 31st March, 2022 and 30th September, 2022.
It also decided to create three posts of doctors, two posts of para medical staff and six posts of nurses in 50 bedded Civil Hospital Dharampur in Solan district.
It also decided to open new Ayurvedic Health Centre at Taurkhola in Dharampur Vidhan Sabha area of Mandi district alongwith requisite posts.
The Cabinet gave its nod to open new Ayurvedic Health Centre at Sakoh in GP Tihra and at Paplog in Dharampur area of Mandi district alongwith creation and filling up of six posts of different categories.
It decided to open Agriculture Sale Centre in GP Bara in Development Block Gohar in Mandi district.
It gave its nod to open new Sub Tehsil at Subathu in Solan district alongwith creation and filling up of 12 posts of different categories.
It also decided to open new Sub Tehsil at Matiyana in Theog Vidhan Sabha area of Shimla district alongwith creation and filling up of 12 posts of different categories.
It also gave its nod to open new patwar circle at Ghangot under Tehsil Badsar of Hamirpur district to facilitate the people of the area.
It gave its approval to open new Sub Tehsil at Baldeyan under Shimla Rural Tehsil in Shimla district alongwith creation and filling up of 12 posts of different categories.
The Cabinet decided to open new Sub Tehsil at Talai under Tehsil Jhanduta in Bilaspur district alongwith creation and filling up of 12 posts of different categories.
It decided to open new Sub Tehsil at Koti under Shimla Rural Tehsil of Shimla district alongwith creation and filling up of 12 posts of different categories.
It also decided to upgrade 50 bedded Civil Hospital Jwali in Kangra district to 100 bedded hospital alongwith creation and filling up of requisite posts.
It approved upgradation of Civil Hospital Gohar in Mandi district from 50 bedded to 100 bedded Hospital alongwith creation and filling up of requisite posts.
It also decided to upgrade Primary Health Centre Chowk in Mandi district to Community Health Centre.
It gave its approval to open Health Sub Centres at Fihar in GP Sari, Chowki in GP Chowki and Chhej in GP Gawaila in Mandi district alongwith creation and filling up of requisite posts.
The Cabinet gave its approval to upgrade Primary Health Centre at Syoh in Mandi district to 30 bedded Community Health Centre.
It also approved opening of Primary Health Centre at Paurakothi in tehsil Nihari of Mandi district alongwith creation and filling up of requisite posts.
It decided to open new Health Sub Centre at Chhatar in GP Chhatar in Sundernagar Vidhan Sabha area of Mandi district.
It also decided to fill up five posts of drivers in Rural Development Department on daily wages basis.
It gave its nod to open new Development Block Office at Dadahu in Sirmaur district alongwith creation and filling up of requisite posts.
It decided to upgrade Veterinary Hospital Indora in Kangra district to Veterinary Polyclinic alongwith creation and filling up of requisite posts.
The Cabinet decided to upgrade veterinary dispensary at Piran in Shimla district to veterinary hospital alongwith creation and filling up of three posts of different categories.
It also decided to open new veterinary dispensary at village Nala in Kasumpti Vidhan Sabha area of Shimla district alongwith creation and filling of requisite posts.
The Cabinet gave its approval to open new Government ITI at Kujabalh in tehsil Sandhole of Mandi district alongwith creation and filling up of 26 posts of different categories.
It decided to open a new Government Polytechnic between Tihra and Cholthra in Dharampur Vidhan Sabha area of Mandi district alongwith creation and filling up of 42 posts of different categories. B Pharmacy course may also be included.
The Cabinet gave its approval to open new Division of Jal Shakti Vibhag in Kangra Vidhan Sabha area of Kangra district alongwith creation and filling up of requisite posts.
The Cabinet gave its nod to open Office of Agriculture Subject Matter Specialist at Basal in Una district alongwith creation and filling up of six posts of different categories.
It gave its approval to establish HP Motor Vehicle Administration and Strengthening of H.P. Department of Transport as per the component of World Bank funded project for Himachal Pradesh Road and other Infrastructure Development Corporation. The HP Motor Vehicle Administration would be a one-stop Centre for all citizen services that would cater to all the essential transport related requests of the citizens such as registration, licensing, emission control, vehicle testing etc.
It also decided to open new Development Block Office at Darlaghat in Solan district alongwith creation and filling up of requisite posts.
It also gave its nod to open office of Agriculture Subject Matter Specialist in Development Block Balichowki in Mandi district alongwith creation and filling up of 6 posts of different categories.
The Cabinet gave its approval to open a Fire Sub Station at Dharampur in Mandi district alongwith creation and filling up of requisite posts.
It gave approval to start Scinence classes in Government Senior Secondary Schools Tulah and Gharan in Mandi district alonwith creation and filling up of requisite posts.
The Cabinet gave its nod to upgrade Government High School Khokhan to Senior Secondary School and Government Middle Schools, Nagothi and Narogi in Kullu district to High Schools alongwith creation and filling up of requisite posts.
The Cabinet decided to upgrade Government High Schools, Tahlian and Bairghat in Kangra district to Government Senior Secondary Schools, Government Middle Schools, Chahri and Balol in Kangra district to Government High Schools and Government Primary Schools, Bhalwar, Tungadhar, Ruhmani and Dagail in Mandi district to Government Middle Schools alongwith creation and filing up of 40 posts of different categories.
It also gave its consent to start science classes in Government Senior Secondary Schools, Ranikotla, Swarghat and Toba in Shri Naina Devi ji Assembly Constituency of Bilaspur district alongwith creation and filling up of requisite posts.
It gave its approval to start commerce classes in Government Senior Secondary Schools, Pudwa, Kandi Dholran and Upperli Kothian in Kangra district.
The Cabinet gave its nod to bifurcate Elementary Education Block Office Swarghat to create a new Elementary Education Block Office at Shri Naina Devi Ji to facilitate the students.
It decided to open new Degree Colleges at Chandi in Solan district, Chadiyar in Kangra district, Jalog in Shimla district, Lambloo in Hamirpur district and Kotla in Kangra district alongwith creation and filling up of 16 posts each for these newly opened Degree Colleges and a provision of Rupees Five crore each had been made for these colleges for creation of infrastructure.
It also decided to upgrade Government High Schools, Malokhar and Marotan in Bilaspur district, Government High School, Muhlu Khamradha in Mandi district, Government High School, Jandpur in Kangra district and Government High Schools, Patgehar, Mundoo, Mahog and Banni in Shimla district to Senior Secondary Schools, Government Middle Schools, Dadoh and Muher in Bilaspur district, Government Middle Schools, Uttapar, Duham and Samtehan in Mandi district, Government Middle School, Matiura in Shimla district, Government Middle Schools, Koti and Ghyan in Solan district and Government Middle School Jol in Hamirpur district to Government High Schools and upgradation of Primary Government School, Kashla in Mandi district and Government Primary School, Daduja in Shimla district to Government Middle Schools alongwith creation and filling up of 133 posts of different categories.
The Cabinet also decided to start science classes in Government Senior Secondary Schools, Kutahachi and Chachiot in Mandi district to facilitate the students of the area.
It also decided to start science and commerce classes in Government Senior Secondary Schools, Sari and Sadhot in Mandi district.
The Cabinet decided to upgrade Government Primary School, Mandah in Mandi district, Government Primary School, Lana Mohi in Sirmaur district and Government Primary School, Lot in Kangra district to Government Middle Schools alongwith creation and filling up of requisite posts.
It decided to upgrade Government High School, Ludder to Government Senior Secondary School, and Government Middle Schools, Khatarwar and Nagrota Gazian in Hamirpur district to Government High Schools alongwith creation and filling up of 22 posts of different categories.
It also gave its nod to start science classes in Government Senior Secondary Schools Kosariyan and Salwar in Bilaspur district.
The Cabinet gave its approval to start commerce classes in Government Senior Secondary School, Kuhna, science classes in Government Senior Secondary School, Giora and science and commerce classes in Government Senior Secondary School, Dhaneti in Kangra district.
It decided to establish Additional District and Session Courts at Nurpur, Dehra and Palampur in Kangra district, Paonta Sahib in Sirmaur district and Rohru in Shimla district alongwith creation and filling up of 13 posts each of different categories for these Courts.
It gave its approval to fill up five posts of different categories in Government Nursing College at Ner Chowk in Mandi district.
